      <description>
         Essentially, this year was a favorable year for Northern Utah with an average to below average year for Southern Utah. 

Almost all reservoirs filled in the state, with Bear Lake and a few others under construction not filling.  Lake Powell has risen 42 feet since March. This brings the level to 61.4% full, and 69 feet below full pool elevation.

Prepared by scientists from the University of Utah, Utah State University, Brigham Young University, and the United States Department of Agriculture, the report emphasizes the consensus view of the national and international scientific community, with discussion of confidence and uncertainty as defined by the BRAC.
